Position: Program Manager - Construction (NON-IT) - Federal
Programs Type: Direct Hire with Full-time Benefits Package Salary
Range: $165,000 to $180,000 Work Location: Mix of Client Site in
Washington, DC at Union Station, and company Ashburn, VA HQ's

This is a position that includes working at times in our Ashburn,
VA headquarters locationThere is no remote or work from home option
Overview Seeking a highly qualified and experienced NON-IT Program
Manager with strong experience in the Construction Industry to join
our team to provide comprehensive oversight for a current and
future Federal Program(s)This position is currently a hybrid
position and includes hands-on Project Management responsibilities
for a current federal programAs a Program Manager, the incumbent
will possess construction management experienceThe incumbent will
also possess federal experience and expertise which they will apply
in overseeing Federal projects and will actively participate in the
ongoing growth and expansion of our client base as well as ensuring
client objectives are met and challenges are solvedResponsibilities
--- In serving as a Project Manager, responsibilities include, but
are not limited to, ensuring timely deliverables per client
requirements; conducting engineering analyses, overseeing report
generation and quality assurance of all report submissions;
maintaining an appropriate ongoing relationship with the government
client, teaming partners, subcontractors, other government
personnel; supervise Project Assistant--- Organize and/or develop
programs to support the organization's strategic direction,
creating and managing long-term goalsSetting program controls,
governance, and standards--- Provide strategic leadership as well
as technical / operational / financial / managerial leadership for
successful implementation of federal projects--- Oversee Federal
business development initiatives; Develop and manage strategic
partnerships (internal and external) to grow federal contract
business--- Serve as Subject Matter Expert for federal acquisition
regulations (FAR), ensuring compliance and providing advice to
others--- Develop and monitor budgets for projects and overall
federal programs; Conduct requirements analysis, resource
allocation, project costing, deliverable tracking, schedule and
financial data monitoring and reporting--- Manage and timely submit
reports and program documentation throughout the project life cycle
and analyze program risks; Provide regular updates to clients,
stakeholders, and Executives with reports on the progress and
performance of projects--- Manage a team with an array of talents
and responsibilities and in different geographic locations; Ensure
projects deliver specified results and meet quality expectations;
Leverage industry best practices of process/procedures to achieve
optimum contract performance; Identify and mitigate project risks
to avoid delays and cost overrunsQualifications --- Bachelor's
degree from an accredited school in an engineering or
architecture-related technical field--- Registered Professional
Engineer or Registered Architectural Engineer; in the District of
Columbia preferred--- Minimum of 10 years of experience in
Construction Project Management--- Ten years of program management
experience that includes Federal programs (e.g., EPA, FEMA, HUD);
project management of Government projects ranging in size from
$100K to $1M; and managing IDIQ contracts--- Proficiency in MS
Project and/or Smartsheet or equivalent Project Management
platforms/tools--- Current ICC Commercial Building Inspector
Certificate (Commercial Combination Inspector Certificate is
preferred.) Other Qualifications --- Ability to meet current and/or
future terms of eligibility that may require US Citizenship;
Ability to acquire standard government pass; and/or access
requirements for Federal installations--- Demonstrated success
providing exceptional customer service in a federal environment
with high visibility in working with Federal clients and managing
federal programs, representing the company with integrity,
expertise, and credibility--- Demonstrated ability and experience
supporting and interfacing with senior executive stakeholders---
Proven ability to work independently and/or in a team environment
while demonstrating strong character and dependability; a track
record of collaborating with internal team members at all levels
and leading by example--- Experience working with Team Partners and
overseeing subcontractors--- Demonstrated knowledge and experience
in project management methodology and techniques, performance
evaluation, and change management principles--- Direct experience
managing multi-task contracts and subcontracts of varying degrees
of complexity--- Excellent written and oral communication skills
with proven ability to develop, mentor, and lead professional
technical staff--- Experience working in the public sector a strong
plus--- Current working knowledge of the FAR (Federal Acquisition
Regulations) with demonstrated experience in ensuring compliance a
plusAdditional Details --- Travel Required: anticipated up to 25%;
primarily local (currently primarily to Washington, DC).
